Not the word I'd use

I was traveling yesterday, and picked up an Alabame "Official Vacation Guide." While reading on the history of Alabama, I read the following:

A new chapter in the state's history began during the Civil War. On January 11, 1861, the state adopted the ordinances of secession from the Union. From this date until February 18, 1861, Alabama was a free republic. (emphasis added)
"Free"?
