An idea for reform of the tax code

(1) No Congressman may propose any change to the income tax code unless he forgoes any and all deductions for at least two terms, showing himself to be a true patriot by following the spirit of the law, rather than its letter.

(2) Congressmen who have been compelled to pay back taxes within the last ten years shall forfeit the right to sit on the Ways and Means committee.
